Special Compensation (SPC) PAF

Description

Use the Special Compensation (SPC) PAF for payment of work that exceeds the normal 100% work effort. Process a Special Compensation Change (SPC-CHG) PAF when the pay or labor distribution of the original SPC PAF needs to be corrected. Please view 4.41 Special Compensation and Summer Appointments University Policy.

The paying department should submit the PAF prior to the work starting.

Who is not eligible for a SPC PAF:

  • Employees whose primary assignment is paid on an hourly basis or employees on a leave of absence are generally not eligible to receive special compensation.
  • Employees with an active Phased Agreement cannot earn special compensation.
  • Graduate Assistants cannot receive special compensation.
GUIDELINES

SPC Processing

  1. When creating a SPC PAF select the employee's primary assignment, even if the work was completed for the second assignment. Retirement benefits are assigned to the primary assignment and could potentially be impacted with this payment type. Then on the Spec Comp tab, select the organization for which the work is being assigned.
  2. SPC PAFs must be submitted and receive department; dean; VP; and, if applicable, Foundation and Office of Research & Sponsored Programs approvals before the work begins.
  3. The employee must approve their own SPC PAF. They will need to access e-Business Suite to review and agree to the terms by approving the SPC PAF. The employee's approval is one of the first steps in the workflow. View the Employee's Role and the SPC PAF Workflow supporting web pages for more information.
  4. The PAF Preparer (paying department) will approve the SPC PAF. Although this step was implemented for all SPC PAFs, the primary function is to ensure that work paid with Grant funds is complete before payment is processed. This step replaces the need to email the Office of Research & Sponsored Programs. For more information, view the SPC PAF Workflow supporting web page.
  5. The primary assignment approvers are included within the SPC PAF workflow. In addition, if a P&S employee is teaching a course for an academic department, the primary assignment approvers will approve the NEW and/or CHG PAF.
  6. If the employee has a Professional & Scientific (P&S) primary assignment and will be teaching for an academic department, then use: 1) a NEW PAF, if they did not teach the previous semester or 2) a CHG PAF, if they taught the previous semester. In this scenario, the PAF Preparer should select "Yes" in the Is this extra work special compensation? field on the Schedule/Pay tab.
  7. If the SPC PAF is late, explain the late reason on the Extra tab in the Preparer Notes [Shared] field.
  8. If the SPC PAF is funded by a grant, it does not require Budget Office approval.
